Camille T. Horne

Camille T. Horne was appointed to a Magistrate position in the 14A District Court in 2005. She is a member of the Michigan Bar Association, as well as the Ohio Bar Association.

Born and raised in Ann Arbor, Michigan, Magistrate Horne earned a Bachelor of Arts Degree in English from the University of Notre Dame in 1992.   Magistrate Horne then attended the University of Cincinnati Law School.  While at the University of Cincinnati Law School, Magistrate Horne served as a Fellow with the Urban Morgan Institute for Human Rights from 1993-1995.  Magistrate Horne earned her Juris Doctor Degree from the University of Cincinnati in 1995.  She obtained her license to practice law in the State of Ohio in November 1995 and she was licensed to practice law in the State of Michigan in 1999.  She is also admitted to practice before the Federal Courts in the Northern District of Ohio, the Eastern District of Michigan and the Sixth Circuit Court of Appeals.

After law school, Magistrate Horne served as a judicial law clerk for the Honorable Judge Ruth Ann Franks of the Lucas County Common Pleas Court. Thereafter, she worked at the law firm of Spengler & Nathanson in Toledo, Ohio from 1996 to 1999. Upon admission to practice law in the State of Michigan, Magistrate Horne served as an Assistant Public Defender for the Washtenaw County Public Defender’s Office. Thereafter, she practiced law with the law firm of Hamilton, McDonald and Carter from 2000 to 2002. In 2002, Magistrate Horne joined the law firm of Plunkett & Cooney, P.C., practicing in the firm’s Appellate Practice Department. Magistrate Horne’s appellate practice career resulted in numerous cases that she briefed and/or argued in the State of Michigan Court of Appeals and the Sixth Circuit Court of Appeals including: Pergega v. Gonzales, 417 F.3d 623 (6th Cir. 2005); Estate of Harbin v. City of Detroit, 147 Fed. Appx. 566 (6th Cir. 2005); Flaskamp v. Dearborn Public Schools, 385 F.3d 935, (6th Cir. 2004); VanVorous v. Burmeister, 262 Mich. App. 467 (2004); Carr v. City of Lansing, 259 Mich. App. 376 (2003). Magistrate Horne’s publications include “Appealing Punitive Damages”, a chapter in the book A Defense Lawyer’s Guide to Appellate Practice (2004), published by the Defense Research Institute and A Guide to the Freedom of Information Act produced for the Detroit Public Schools.

Magistrate Horne has served as a devoted member of the Washtenaw County Bar Association. She served as Co-Chair of the Race, Ethnic and Gender Bias Awareness for the years of 2002-2003. Magistrate Horne served as a member of the Board of Directors for the Washtenaw County Bar Association from 2004–2005. In addition, Magistrate Horne has served with the Appellate Practice Section of the State Bar of Michigan, the Barrister’s Board of the Detroit Metropolitan Bar Association and the Toledo Bar Association Court of Appeals Committee. Currently, Magistrate Horne continues with her service to the Washtenaw County Bar Association. She also serves on the Board of Directors of the Washtenaw County/Eastern Michigan University Legal Resource Center and she is involved in a number of community and civic organizations.
